This report examines the role of state policy in influencing community college-baccalaureate transfer performance. The report argues that steps to improve transfer effectiveness are particularly important given the demographic and funding changes occurring in higher education and the challenges to affirmative action in four-year institutions. Using national research, supplemented with a focus on six states with large community college sectors, the report examines how transfer works and the types of state policies that are designed to influence transfer. The report strikingly differentiates between structural and academic transfer issues in comparing policies of Arkansas, Florida, New Mexico, New York, North Carolina, and Texas, and concludes with recommendations on the steps states could take to strengthen transfer policy.
