This working paper offers an analysis of the tuition policy framework for higher education developed in the early 1970s by the Carnegie Commission on Higher Education—how it was constructed, how it was used, and what has changed since then. This retrospective serves as a refresher to those who are familiar with the Carnegie Commission’s framework and as a primer on its core values and tenets for a new generation of education policy leaders. Analyses prepared for this paper have informed several of the other publications under the New Millennium Project on Higher Education, Costs, Pricing, and Productivity.
