This report provides a look at the challenges of funding technology in higher education: how institutions plan for it, where they find revenues to pay for it, and where the money goes. Based on a survey of state finance officers and interviews with experts and institutional representatives on technology financing, it offers suggestions on policies for financing educational technology, a common language to describe the elements of technology infrastructure, and ways to match revenue strategies with the different elements of infrastructure.
