Institute for Higher Education Policy Appoints New Board Chairman, Welcomes Two Acclaimed Education Leaders as Board Members

Washington, D.C., Feb. 3, 2011—To help reinforce its commitment to increasing access and success in postsecondary education, the Institute for Higher Education Policy (IHEP) recently selected a new chairman to its board of directors, Arthur L. Coleman, managing partner and co-founder of EducationCounsel LLC, an affiliate of Nelson Mullins Riley & Scarborough LLP. Two new members have also been selected to join the independent, nonprofit organization’s board of directors: Lucie Lapovsky, Ph.D., principal of Lapovsky Consulting and former president and professor of economics at Mercy College; and Michele Siqueiros, executive director of The Campaign for College Opportunity.

All three appointees are exceptional higher education leaders who bring a deep understanding of access and success issues, which are both core to IHEP’s mission and vision:

  • Coleman has an extensive background in providing policy, strategic planning, legal, and advocacy services to educators throughout the country. He focuses on issues related to 21st century education reform efforts, including college and career-ready policies and pipeline issues addressing key questions of equal access, educational diversity, and college completion. Earlier in his career, Coleman was responsible for the development of federal civil rights policy in education and enforcement of relevant federal laws through his service as deputy assistant secretary at the U.S. Department of Education’s Office for Civil Rights. Coleman joined the IHEP Board of Directors in December 2009.
  • Lapovsky is a leader in the field of higher education finance and an economist by training. Lapovsky consults, writes, teaches, and speaks widely on issues related to higher education finance, strategy, leadership, governance and enrollment management. Lapovsky served as president of Mercy College (1999–2004), a diverse, multi-campus college with a budget of $100 million and 10,000 undergraduate and graduate students with campuses in New York City, Westchester, Conn., and online. She is the editor of three books and the author of more than 100 chapters and articles.
  • Siqueiros is the executive director for The Campaign for College Opportunity, which works to expand access and success in college for California students. Under her leadership, the campaign has assembled a statewide network of over 12,000 coalition supporters, involved over 50,000 young people and their families, released reports on the impact to the California economy and educated workforce needs, and sponsored and passed legislation to increase access to Pell Grants and promote college awareness for middle school students. With her leadership in 2010, the campaign also led the effort for historic transfer reform that will make it easier for students to transfer from any California Community College to the California State University system. Siqueiros has dedicated her career to advising local policymakers and managing organizational partnerships.

The IHEP Board of Directors was established to manage fiduciary responsibilities and establish policies that help to further the organization's growing research portfolio and programmatic initiatives. The team consists of committed individuals who care deeply about IHEP’s mission of increasing access and success in postsecondary education.

Other board members include Cheryl D. Blanco, Ph.D., vice president for special projects, Southern Regional Education Board; Augustine Gallego, chancellor emeritus, San Diego Community College District; Laura W. Perna, associate professor, higher education management program, University of Pennsylvania; Richard Staufenberger, managing director-Washington and director, office of stakeholder accountability, Save the Children; and Gregory A. Winfield, president, Winfield Management.
