IHEP Mourns the Loss of Board of Directors Vice Chairperson and Education Leader, Victor Kuo

Washington, D.C. – It is with deep sadness that the Institute of Higher Education Policy (IHEP) shares the news of the untimely passing of our dear colleague Dr. Victor Kuo, Vice Chair of IHEP’s Board of Directors. Dr. Kuo passed on June 18, 2020. Our sincerest condolences to his family.

IHEP Board Chair, Jacob Fraire, and President Michelle Asha Cooper, Ph.D., issued the following statement:

“Victor served our Board – and the cause of equity in higher education – with great commitment. He leaves a legacy of service to the field of higher education, where he was most noted for his work in organizational change, strategy development, data and evaluation, and international affairs. In all of his endeavors, Victor’s passion for helping students realize their potential through education was always evident. From his work across Seattle to his research in China, Victor transformed the field of education and evaluation to promote quality, life-changing outcomes.

“In addition to serving as a stellar board member and education leader, Victor was an outstanding human being – always positive, encouraging, insightful, and generous. He was true champion of equity and advocate for racial justice, particularly for the Asian-American and Pacific Islander communities. Victor was an esteemed friend and a servant leader on behalf of today’s students. We will miss him deeply.”

Dr. Kuo was the Executive Director of Institutional Effectiveness at Seattle Colleges and founder of VK Global Advising. He previously served as an officer at the Bill & Melinda Gates Foundation and evaluation staff at the David & Lucile Packard Foundation and James Irvine Foundation. He earned his Ph.D. from Stanford University, MA from Teachers College Columbia University, and BA from Pomona College.

Dr. Kuo had been an IHEP Board member since December 2017.
