IHEP Announces Newly-Elected Officers of its Board of Directors

The Institute for Higher Education Policy (IHEP) has elected new leadership of its Board of Directors: Jacob Fraire, President and Chief Executive Officer of the Texas Association of Community Colleges, will serve as Chairperson; Victor Kuo, Ph.D., Executive Director of Institutional Effectiveness at Seattle Colleges and Founder of VK Global Advising, as Vice Chairperson; and Kristin Hultquist, Founding Partner of HCM Strategists, as Secretary.
 
“We are honored that these leaders are bringing their talent and vision to the helm of our Board of Directors,” said IHEP President Michelle Asha Cooper, Ph.D. “As we move into a new decade, we are delighted to have a Board that deeply understands today’s most urgent policy challenges and has the insight to develop and implement equity-focused solutions. We sincerely appreciate each and every member of our Board, including Dr. Rob Anderson, as he steps down from his role as Board Chair, and Dr. Charlene M. Dukes, who has now completed her six-year term on the Board.”  
 
The new Board officers bring diversity of experience and perspectives to further IHEP's vision of a world where all people – particularly populations who have been underserved – have the opportunity to reach their full potential by participating and succeeding in higher education.
 
IHEP Board Chairperson Jacob Fraire serves as the president and chief executive officer of the Texas Association of Community Colleges. Mr. Fraire previously served as the director of legislation and policy analysis for the Hispanic Association of Colleges and Universities and as vice president of philanthropy at Texas Guaranteed Student Loan Corporation. He served on the board of directors of Grantmakers for Education, and on the Committee on Measures of Student Success in 2010.
 
IHEP Board Vice-Chairperson Victor Kuo, Ph.D., is the Executive Director of Institutional Effectiveness at Seattle Colleges and founder of VK Global Advising. Dr. Kuo was previously an officer at the Bill & Melinda Gates Foundation and evluation staff at the David & Lucile Packard Foundation and James Irvine Foundation. Dr. Kuo also serves on the Board of Directors of the Asian Pacific Islander American Scholars and previously served on the board of the American Evaluation Association.​​ 
 
IHEP Board Secretary Kristin Hultquist is a founding partner of HCM Strategists. She has been integral to the bipartisan progress made to simplify federal financial aid, inlcuding the FAFSA, as well as the development and management of Lumina Foundation's Strategy Labs. Hultquist served the National Governors Association for nearly a decade and Secretary Margaret Spellings during the Bush Administration. She is also a trustee for Metro State University Denver, a Hispanic-Serving Institution.
 
The IHEP Board of Directors manages fiduciary responsibilities and establishes policies that further the organization's growing research, advocacy, and program portfolio.
