IHEP and 80+ Organizations Urge Congress to Address Pell Grant Shortfall

Washington, DC (March 19, 2026) – IHEP joined more than 80 organizations in signing a letter urging congressional leaders to take immediate action to address a projected funding shortfall in the Pell Grant program. The coalition was led by the Institute for College Access and Success and includes higher education, workforce, civil rights, and advocacy organizations. The letter highlights that the Pell Grant program faces an estimated $16.95 billion gap across fiscal years 2026 and 2027. The letter emphasizes that without swift congressional action, millions of students from low and moderate-income backgrounds could face reduced aid or loss of eligibility, threatening college access and completion. As a cornerstone of federal financial aid serving more than seven million students annually, the Pell Grant program plays a critical role in promoting economic mobility and workforce development. Addressing the shortfall will help ensure continued access to higher education while stabilizing the program for the future.
