Scott Semple

Scott Semple is a member of IHEP’s Higher Education in Prison (HEP) Advisory Council, a select group of HEP practitioners, researchers, and advocates committed to developing a common set of Key Performance Indicators (KPIs) to assess the quality and impact of postsecondary education in prison, promote robust standards of practice, and improve student outcomes.

Scott serves as the Commissioner of the Connecticut Department of Corrections. About Scott, Connecticut Governor Dannel Malloy said, “Scott has extensive experience and knowledge of the inner workings of the Connecticut Department of Correction, including a number of years serving as a frontline correction officer, gaining a broad familiarity on best practices in [working with incarcerated people] and finding ways to reduce recidivism.”

Scott’s corrections tenure has also included experience as a lieutenant, a training officer, a pre-service coordinator, and captain. After his promotion to captain, Scott was elevated to the role of agency spokesperson and then promoted to the role of legislative liaison. He then transitioned to major of programs and treatment, then deputy warden. In 2009 he was promoted to warden of Garner Correctional Institution; in 2014 he became the Deputy Commissioner of Operations and Rehabilitative Services and, in 2015, he assumed the role of agency commissioner.
