Jocelyn Salguero
Assistant Director of PolicyJocelyn Salguero is the Assistant Director of Policy at the Institute for Higher Education Policy (IHEP). In this role, Jocelyn conducts and manages policy analysis and development to advance IHEP’s policy priorities, including data and transparency, equitable admissions, need-based aid, evidence-based completion, and strong outcomes for all students.
Prior to joining IHEP, Jocelyn was a Senior Associate at The Institute for College Access & Success (TICAS), where she supported the federal higher education affordability advocacy portfolio. Her previous experience spans policy and strategic communications at the Association of Governing Boards of Universities and Colleges, serving as the legislative associate at the National Conference of State Legislatures where she focused on fiscal and education policy issues, and K-12 education policy at the Council of Chief State School Officers.
A native Virginian, she holds a Master’s of Public Policy and Bachelor of Arts in Global Affairs from George Mason University. As a first-generation college graduate and daughter of immigrants, her lived experiences deeply shape her commitment to expanding access and affordability in higher education, especially for students who have been historically underrepresented.
In her free time, Jocelyn enjoys exploring new hiking spots, traveling, yoga, and spending time with her dog and partner.
