In this report, questions concerning the appropriate unit of activity for measuring higher education costs, the allocation of indirect costs, and the distinctions between operating and capital resources are addressed. Background papers on different aspects of cost measurement and a summary of major themes discussed during an April 1999 meeting among cost measurement experts, institutional leaders, and policy experts are also compiled.
