Brazil
- Denilde Oliveira Holzhacker, Sao Marcos University, graduated in social science from the University of Sao Paulo, Brazil. She received her master's and Ph.D. degrees in political science from the University of São Paulo. Currently, Holzhacker is an associate researcher at the Research Center on International Relations at University of São Paulo and associate professor at Rio Branco College and Armando Alvares Penteado Foundation. From 2007 to 2008, she was a visiting scholar in the Cronin International Center at Bentley College. Holzhacker's studies are focused on democracy and inequality issues in Latin America countries and she has worked on several projects related to about social development, democracy and participation, higher education and social issues in Brazilian foreign policy.
- Eufrasio Farias Prates, UPIS, is working on his doctorate at the Institute of Arts, University of Brasilia. He holds a bachelor's degree in music from the Faculdade de Artes Alcantara Machado (1991), a specialization in Administration from the Graduate Business School at the University of Texas (1997), a master's degree in social communication from the University of Brasília (1997) and a specialization in philosophy from the Universidade Católica de Brasilia (2005). Prates is currently a member of the advisory committee of the Magazine Designis (Barcelona-España), arbitrator for the Scientific Journal Opción (Maracaibo, Venezuela) and for the Latin American Collection of Semiotics by FELS-Federación Latino Americana de Semiótica, media advisor for the Bank of Brazil Foundation, and Assistant Secretary for the Federación Latinoamericana de Semiotic (2005-10). As an international lecturer, Prates has presented his research in several countries (Argentina, Cuba, France, Germany, Italy, Mexico, Spain, United States, and Venezuela) in English, Portuguese, and Spanish. Prates has experience in the field of communication, new technologies, education, arts and semiotics, with an emphasis in composition and musicology, working mainly in the following topics: experimental music, music for theater, aesthetics, semiotics, communication, philosophy, and physics.
Mongolia
- Batjargal Batkhuyag, Mongolian Education Alliance
- Khishigbuyan Dayan-Ochir, Ministry of Education
- Munkh-Erdene Lkhamsuren, National University of Mongolia, is a professor at the Department of Social and Cultural Anthropology. His Ph.D. is from Hokkaido University, Japan. He is especially interested in collective identity, ethnicity, nation, and nationalism. Lhamsuren is currently participating in the fellowship program for the Stanford University Humanities Center. His project, Enmity of Independency: Ethnic and National Identities in Mongolia, explores the dynamics of the emergence, formation and continuity of Mongolian national, ethnic, and sub-ethnic identities.
The Netherlands
- Leon Cremonini, Center for Higher Education Policy Studies, graduated in international political science from the University of Bologna, Italy, in 2000, and subsequently received a post-graduate diploma focusing on European policies and research. From 2001 until 2005, Cremonini worked at the RAND Corporation, first in the Netherlands, then at the headquarters in Santa Monica, Calif. He joined CHEPS in a research capacity in January 2006. Cremonini's interests concentrate on the internationalization of higher education, quality assessment at the institutional and program level, the study of university and program rankings and how these factors influence access to higher education in diverse settings. Over the years, he has worked on several international projects in Uganda, Vietnam, Qatar and Yemen. Cremonini has recently published articles on these topics in the journals Higher Education and in European Education and has contributed to the recent book "Demographics and Higher Education in Europe-Institutional Perspectives" published by UNESCO-CEPES in December 2008.
- Demet Yazilitas, University of Twente, is researcher at the School of Management and Governance. Her research focuses on significant differences in the participation rates of men and women in the fields of mathematics, science, and technology in three countries: the Netherlands, Sweden, and Iran. This examination will take place by comparing choice patterns of male and female students in these countries. Previously Yazilitaş worked at the Dutch ministry of education, culture and science and the Dutch ministry of economic affairs in The Hague, primarily on international affairs and knowledge workers.
South Africa
- Riedwaan Kimmie, UNITE/University of KwaZulu-Natal, is currently the deputy head of the Alternate Access Program. This is an affirmative action initiative, which promotes access to engineering studies to socio-economically and educationally disadvantaged learners. Kimmie graduated in liberal arts, education and human resources management from the University of Natal, Durban, South Africa. After a stint in secondary education, he entered the corporate world where he implemented and managed training for management. His current interests are in fields of management, leadership, and experiential education. Kimmie is also a musician, tai chi practitioner, and published travel writer.

Ukraine
- Alexander Belyakov, Foundation for Local Democracy and European Integration of Yuri Panejko, holds a position of the deputy head. He was a consultant for the Ukrainian Standardized External Testing Initiative (USAID contractor). He is an alumnus of a number of foreign exchange and professional development programs, including Junior Faculty Development Program (Fulbright Junior Faculty Program) with an appointment at the Graduate School of Journalism, University of California, Berkeley; the German Academic Exchange Service, with a placement at the Catholic University Eichstätt, Germany; Civic Education Project Local Fellowship in Ukraine. Belyakov also used to be a Visiting Scholar at the University of Lüneburg, Germany (supported by the German Academic Exchange Service). He received his Ph.D. in journalism from the Institute of Journalism of Kyiv National Taras Shevchenko University, Ukraine. He also holds M.A. from the Hamburg University (Germany) and Aarhus University (Denmark); these degrees were awarded after participation in Erasmus Mundus program ‘Journalism and Media within Globalization: The European Perspective’. Belyakov developed and published eight course curricula and five books. He is an author of numerous academic articles, and more than 500 journalistic materials.
- Olena Chornoivan, Consortium of Pedagogical Academy and Kirovograd Institute of Commerce, is a senior lecturer at the English Language Department of the Consortium of Kirovograd Pedagogical Academy and the Institute of Commerce in Kirovograd, Ukraine. In 2000 she graduated from Kirovograd Pedagogical University with a Specialist degree in Teaching English and German. In 2002-04, Chornoivan was a participant of Edmund S. Muskie Graduate Fellowship and earned a master's degree in higher education administration at Vanderbilt University, Nashville, Tenn. In 2005-06, she won Support for Community Outreach and University Teaching (SCOUT) grants for development and teaching of courses in higher education policy for Kirovograd university students. Chornoivan has done research and published on the financing of higher education in Ukraine.
- Nataliya Dromina-Voloc, Kyiv University of Law and Economics, is an associate professor and senior researcher of the National Academy of Public Prosecutor’s Office of Ukraine. Dromina-Voloc graduated from Odessa National Academy of Law, Ukraine (J.D.), University of Pittsburgh, Penn. (LL.M) and Taras Shevchenko Kyiv National University, Institute of International Affairs (Ph.D.). She has been working in the field of higher legal education since 2005, has developed number of new courses and has taught International Criminal Law and International Public Law. Dromina-Voloc has been doing research on non-discrimination in education as part of the international human rights obligations.
- Yaroslav Prytula, Lviv Ivan Franko National University, is an associate Professor and vice-dean of the faculty of international relations. His scholarly interests are in macroeconomic modeling, quantitative methods in social science and higher education in transitional societies. During 2001 he spent a semester in The George Washington University Elliott School of International Affairs under William and Helen Petrach scholarship and continued his research during 2003-04 in The George Washington University Research Program in Social and Organizational Learning under the U.S.Department of State funded Junior Faculty Development Program. During 2004-07 he was a fellow of the Open Society Institute Academic Fellowship Program. Prytula has been actively engaged in reforming the higher education system in Ukraine to allow in creation of one of the first M.A. program in public university in Ukraine. He received his Ph.D. in Mathematical Analysis at Lviv National University.
United States
- Michael N. Bastedo, University of Michigan, is an associate professor in the Center for the Study of Higher and Postsecondary Education at the University of Michigan, where he is also a faculty affiliate in the Nonprofit and Public Management Center and the European Union Center of Excellence. He is also a visiting scholar at the Center de Sociologie des Organisations at the Institut d’Etudes Politiques in Paris. Bastedo scholarly interests are in the governance, politics, and organization of public higher education in the United States and abroad. His work has been published in the American Educational Research Journal, The Review of Higher Education, Higher Education, Higher Education Quarterly, Journal of Student Financial Aid, Prospects, and American Higher Education in the 21st Century (2nd edition, Johns Hopkins University Press). Bastedo has papers forthcoming in American Journal of Education and Research in Higher Education. He has been a member of the editorial board of the American Educational Research Journal and has reviewed for the Journal of Higher Education, Educational Evaluation and Policy Analysis, Educational Policy, and other major journals, as well as for major grant competitions such as FIPSE and GEAR UP. Prior to entering the academic profession, Bastedo held policy positions with the Massachusetts Board of Higher Education, and research positions in the National Center for Postsecondary Improvement and the Stanford Institute for Higher Education Research. He holds the A.B. with honors from Oberlin College, an M.A. with distinction from Boston College, and the A.M. in Sociology and Ph.D. in Administration and Policy Analysis from Stanford University.
- Jennifer Rippner Buck, EducationCounsel LLC, is a senior policy advisor and brings with her extensive experience in education issues from both the school administration and state government policy levels. EducationCounsel is an innovative law, policy, strategy, and advocacy organization committed to strengthening education systems, closing achievement gaps, and expanding access to educational opportunities. Before joining the firm, she served as executive director for the Georgia Governor’s Office of Student Achievement, where she reported directly to the governor on preK through higher education accountability data. Buck also served as an education policy advisor to Governor Sonny Perdue. In that capacity, she was responsible for developing and implementing statewide education programs, communicating Governor Perdue’s policies and accountability philosophy, and worked with legislators, educational leaders, and teachers.
