Victor Kuo, Ph.D., is the Executive Director of Institutional Effectiveness at Seattle Colleges district office and founder of VK Global Advising, where he leads projects in strategic planning, evaluation, and organizational development. Seattle Colleges serve 45,000 students and is the largest community college system in Washington State, USA. Dr. Kuo was previously an officer at the Bill & Melinda Gates Foundation and evaluation staff at the David & Lucile Packard Foundation and James Irvine Foundation. He has consulted on developing evaluation systems, evaluation plans, and data visualization tools, and has conducted evaluations of projects in early childhood education, K-12 education, post-secondary education, arts and culture, and civil society. Dr. Kuo also serves on the Board of Directors of the Asian Pacific Islander American Scholars and previously served on the board of the American Evaluation Association. He also travels to Greater China and was lead researcher for the Global Chinese Philanthropy Initiative. He earned his PhD from Stanford University, MA from Teachers College Columbia University, and BA from Pomona College.
