Kelly S. Leon is the communications and advocacy officer at the Institute for Higher Education Policy (IHEP), where she leads the strategy, development, and implementation of IHEP’s communications and advocacy work.
Before joining IHEP, Leon served as assistant press secretary at the U.S. Department of Education (ED) where she managed higher education messaging. She began her tenure at ED as a confidential assistant in the Office of Postsecondary Education where she assisted the acting assistant secretary with project management, speechwriting and policy analysis. Prior to joining ED, Leon was Special Assistant to the President’s Chief of Staff at George Washington University where she coordinated projects and cross-departmental initiatives focused on college access and success. Early in her career, Leon worked for DC Public Schools as a member of the chancellor's constituent services and response team.
Leon earned an M.A. in organizational management and a B.A. in English from George Washington University where she was a Presidential Administrative Fellow. She has completed doctoral coursework in Educational Administration and Policy Studies. Leon is a first-generation American and the proud daughter of Belizean immigrants.
